Prof. David Luchins, Department Chair
Dr. David Luchins has been Chairman of the Political Science Department since 1978. He is a graduate of Yeshiva College, and earned his Ph.D. from the CUNY Graduate Center in 1977. Dr. Luchins teaches courses in American Politics and International Relations and serves as Founding Dean of Touro’s Lander College for Women.
Dr. Luchins served on the staff of United States Senator Daniel Patrick Moynihan for twenty years as special assistant, senior assistant, and ultimately senior advisor to the senator. Prior to that, he served on the 1972 presidential campaign staff of Senator Hubert Humphrey and as a National Vice Chairperson of Democrats for Nixon. He is active in Jewish communal life, having served as vice-president of the Orthodox Union since 1976, and as a member of the Executive Committee of the Jewish Council for Public Affairs since 1984. He also served in the past on National Commissions of the Anti-Defamation League and the Jewish Fund for Justice.
David Luchins spends his summers as a guest instructor at Aish HaTorah in Jerusalem and is a frequent speaker at high schools, college campuses, synagogues, and communal groups throughout North America, lecturing on a broad range of political and social issues. Prof. Alan Mond, Deputy Chair for Lander College of Arts and Sciences in Brooklyn
Alan Mond is Assistant Professor of Political Science and Deputy Chair for Political Science at the Flatbush campus. He has a B.A. from Yeshiva University and a M.A. from New York University. He teaches Politics of Israel, Middle East Politics, Comparative and Regional Politics and American Politics.
Prof. Mond has been a member of the Touro faculty since 1986 and has spent thirty years as a public affairs consultant and executive for national and international Jewish organizations.

Prof. Norman Bertram
Norman Bertram is Assistant Professor of Political Science, and has taught at Touro since 1985. He has a B.A. and B.H.L. degrees from Yeshiva University, and a M.A. in Political Science from the New School for Social Research. He teaches a wide variety of political science courses, including American politics, American Foreign Policy, political theory, international relations, and international law.

Prof. Daniel Chill
Daniel Chill is University Professor in Lander College and Touro Law School. He has a B.A. magna cum laude from Yeshiva College and a J.D. from Yale Law School. He teaches the American Legal System, the American Presidency, the Supreme Court and the Constitution, and state and local government.
Prof. Chill is a partner in Graubard Miller, a Manhattan law firm, where he specializes in commercial litigation. He has spent almost forty years working in state government. From 1969-1975, he served as Chief Counsel to the Minority Leader of the New York State Assembly, and from 1975-1976 served as Chief Counsel to the Assembly Speaker. From 1976 through 1981, he was Commissioner of the Legislative Bill Drafting Commission of New York State Legislature from 1976 through 1981. Currently, he is Chief Counsel to the New York State Task Force on Demographic Research and Reapportionment, a position he has held since 1982. This Task Force is responsible for drawing all State Senate and Assembly districts as well as all Congressional districts in the State of New York. His email address is dchill@graubard.com.
Prof. Tom Rozinski
Assistant Professor Tom Rozinski is a summa cum laude graduate of Yale University and holds a M.A. in Government from Harvard University and a J.D. from Harvard Law School. He teaches courses on judicial politics, the Supreme Court and the Constitution, civil rights and civil liberties, introduction to American law, political theory, legal theory, public administration, and international relations.
Prior to joining Touro, Prof. Rozinski practiced law at two large firms in Manhattan and served for seven years as general counsel to two New York City agencies. In 2001, he served as Acting Commissioner of Homeless Services for New York City. Before joining the Touro faculty in 2006, he taught law at the University of Michigan Law School and political science at Yeshiva University.
Prof. Rozinski has also been active in pro bono litigation on behalf of political and religious refugees, and litigated a First Amendment case involving internet speech that was decided by the Supreme Court. Prof. Ross Zucker, Deputy Chair for the Lander College for Men
Dr. Ross Zucker is Professor of Political Science and Deputy Chair of the Department for the Lander College for Men. He received his M.Phil. and Ph.D. degrees in political science, each with distinction, from Yale University. He teaches courses in American politics, democracy, political theory, comparative politics, political economy, and global terrorism. Prior to coming to Touro, he taught at Yeshiva University.
Prof. Zucker has written extensively on the theory of democracy, economic justice, economic rights, the theory of property rights, political economy, and the history of political and economic theory. His book, Democratic Distributive Justice, published by Cambridge University Press, was named an Outstanding Academic Title 2001 by Choice: Current Reviews for Academic Libraries.
Prof. Zucker’s current research continues his studies of democracy and economic justice, this time by inquiring into the nature of economic freedom and the distributive requirements of freedom as well as with democracy’s responsibilities for the maintenance of economic freedom.

Prof. Michael Rear
Dr. Michael Rear is Assistant Professor of Political Science in the Women's Division in Manhattan and Brooklyn. He has M.A. and Ph.D. degrees in Political Science from the CUNY Graduate Center as well as a B.A. in American Studies from Hofstra University. He teaches Middle East politics, the American Presidency, comparative politics, and state and local government. Prior to joining Touro College, Dr. Rear taught at Hofstra and New York Institute of Technology.
Michael Rear’s research focuses primarily upon the Middle East, especially questions of ethnic/sectarian conflict and its impact upon the state- and nation-building processes. He recently published the book called "Intervention, Ethnic Conflict, and State-Building in Iraq: A Paradigm for the Post-Colonial State," which conerns the impace of UN peacekeeping/peace enforcement operations upon the state-building process in states emerging from colonial domination.
